三、项目概况
广州市轨道交通九号线一期工程，线路起始于飞鹅岭，终止于高增，线路全长约20.1km。
广州市轨道交通九号线一期工程共设10座车站，均为地下站。
九号线一期工程计划于2016年12月31日建成开通试运营。
广州市轨道交通四号线南延段（金洲至南沙客运港）工程为四号线一部分，位于其南端。
线路起始于金洲站，终止于南沙客运港站，线路长约12.6km共设置6座车站，均为地下站。
本项目开通时间为2017年6月30日。
本次将通过公开招标采购供电系统再生制动能量逆变回馈装置以及必须的随机附件、专用工具、试验仪器和相关技术服务。

九、投标人合格条件：
1、投标人须是法人或者其他组织，同时持有工商行政管理部门核发的营业执照，按国家法律经营；法定代表人为同一人的两个及两个以上法人，母公司、全资子公司或存在控股管理关系的不同单位，都不得在同一货物招标中同时投标；
2、投标人必须是拟投货物的制造商（或制造商集团公司或制造商集团下属的子公司）；
3、拟投标货物须具有有效的再生制动能量逆变回馈装置型式试验报告。
4、投标人已按照招标文件投标文件格式A6-8的内容签署盖章的投标申请人声明；
5、在本公告发布时，投标人未在以往工程中违约被本业主书面拒绝投标（期限内）；
6、关于联合体投标：
本项目不允许联合体投标。
注：
未在招标公告第九点单列的资审合格条件，不作为资审不合格的依据，招标人不得在招标公告第九点中以要求投标人提交《投标承诺函》等形式变相增加资审合格条件。
十、资格的确定方式：
本项目采用资格后审。
满足资格审查合格条件的投标人不足3名时为招标失败。
招标人分析招标失败原因，修正招标方案，报有关管理部门核准后，重新组织招标。
十一、招标人因两次或多次招标失败，需申请改变招标方式或不招标的，应按《广东省实施〈中华人民共和国招标投标法〉办法》（省第十届人大常委会第二次会议通过2003.4.2）的第四十条规定执行。
十二、潜在投标人或利害关系人对本招标公告及招标文件内容异议的，向招标人书面提出。
